TAKING IN the cool air from the top deck of a ferry as it crosses Canada's mighty Saint Lawrence River, I look out at the white tops of the breaking waves. A scream is followed by an excited exclamation from a small, French-speaking child and a crowd starts to gather and peer in the direction of her pointing arm.
