DUBAI, at first sight from my plane window, looks as though New York has been copied and pasted into the background of a traditional Arab town. Beyond what could be any Middle Eastern settlement is an array of glittering skyscrapers exuding the siren call of a city full of wealth and promise, and most importantly, a heck of a lot of sun.
